I believe GCC (http://gcc.gnu.org/) will satisfy this in the active
development version, 4.2.  I don't use GCC on Windows; I think you'd
need Cygwin (http://www.cygwin.com/).

Some vendors (e.g., Intel) offer evaluation versions which support
OpenMP.
