[Omp] how do i link to .la library files?

You mention OpenMPI. This is an alias for OpenMP (e.g. without
the "I"). Based on your question I suspect your question is
about OpenMPI i.e. it is not a typo.

If so, it is probably most efficient to post this question on
a more appropriate forum.
