[Omp] type derived from a template

If I recall, the point was that the compiler should not be required to
instantiate the template if the only reference to the variable was in a
pragma.

I have a question about the following phrase from OpenMP API 2.5 (same 
note appears in OpenMP C/C++ API 2.0):

"C/C++: If a variable referenced in a data-sharing attribute clause has 
a type derived from a template, and there are no other references to 
that variable in the program, then any C/C++ behavior related to that 
variable is undefined."


What was the reason for including this note to the API? Thanks for 
explaining this!
