[Omp] A basic question about OpenMP

Well, it has been something that the 3.0 folks are arguing
about (standardizing affinity). Apparently it is non-trivial.

Environment variables GOMP_AFFINITY (gnu OpenMP) or KMP_AFFINITY (Intel 
OpenMP) include similar functionality.  It's not clear that this thread 
was looking for such a diversion.
